you can patch it but in involves taking the tire off the rim. why not use a plug, you can but plug kits at any auto supply store and do it yourself. i've used plugs on all my vehicles, probably 25 or so holes and never had a problem.

If it were blown you will see the fuse buned out. You could test it with a test light. The test light should be lit on either sides of the fuse while it is in the car and power is on. Or take the fuse out and check it with an Ohm-meter.
