Question: Are you talking about the in-line fuel filter (canister looking thing located usually along the frame held on the the fuel line usually by plastic or metal clips)?

It will throw off your speedometer a little more, but I would try to keep the same tire size all the way around. If not, the front tires will rotating at a different speed than the back while in 4WD. In 2WD it won't matter because the transfer case is disengaged.
get yourself some rock salt or chemical salt (de-icer) and spread it on the pavement in your driveway. it should melt the ice sufficiently for you to get out of your driveway. It's always good to keep some rock salt and/or sand and a small shovel in your trunk in case you get stuck away from home.
I believe you are exempt from the driving curfew if you are driving home from work. Even so, it would be a good idea to keep a note from your employer and an up-to-date copy of your schedule in your car just in case you do get pulled over.
They can always check the odometer and figure out how many miles you drove, if they knew how much was on it to begin with. You also need to watch out for "spies". My parents always knew what we were up to because of their friends that would see us out. How many miles did you put on the car...
Sounds like it's time for a new car. Don't try to keep fixing it if the repairs are costing you more than a new/used car payment. Cut your losses and trade it in, or save up and get a different RELIABLE used one.
