They look the same. The same goes for the regular Sims 3 game on both. If you have Kinect, you can interact with your pets through it. Sims 3 Pets on PC/Mac will be better than both.
Things that are listed as Free on Xbox Live are supposed to be and you won't get banned for that. People are being banned for theft because they've recovered friend's accounts or swapped accounts online and transferred game licenses to get content they'd normally have to buy for free. That is theft.
They look for evidence that you did before they ban. Have you ever recovered a friend's account to get free stuff or manipulated a glitch where something normally costs money, but by doing certain things you were able to trick the system and get it for free?
You won't find any other game that big under 800 Points. San Andreas just happens to be 800 points right now because it's on sale. It's usually 1200. Open would games like Saints Row, Red Dead, and Crackdown are all at least 1600.

You can't save movies tot he 360's hard drive unless you bought them on Xbox Live. Regular movie files can only either be played from the DVD or streamed from a USB device. Copying it on your computer would be piracy.

If you both have a 360, that wouldn't work. DLC has licenses which attach it to the gamertag and the console you bought it on. Arcade games, Games on Demand, and most expansions will work on all profiles on the same 360, but not on another while the licenses are on the first.

There are a few free Arcade games like Aegis wings and Dash of Destruction. These aren't the best games, but at least they're free.
