Wasps are always dangerous to human. Better to destroy either by fire or by spraying kerosene oil. But in your case whom to entrust is up to you. Anyhow you have to find out a solution.
Sorry you can't apply dried tobacco leaves as fertilizer to your herb garden. Instead you can use the tobacco as an insecticide (usage: boil the tobacco, keep overnight and dilute some bar soap into it and spray to the plants while insects attack.)
