    Why do I get download speeds of 1-2Kbps when Telus says it's connected at 28.8Kbps?

    Dial up is all that's available where I live. It usually says it is connected at between 24 and 28.8. But I'm never able to actually get more that about 2Kbps download speed. And I'm paying for a 56k line!!
