He is anti-dog only for males. Why? How to correct this behavior?

To any of you akita owners out there...My bf is a farmer and someone dumped, what I'm pretty sure is, an akita puppy... He's at my house for the time being for wormings and shots etc.. I'm guessing he's about 9-10 weeks...A rather large puppy but completely emaciated...He's maybe about 11 inches...
