Cause my computer can only detect CD and not DVD-ROM

I am going to upgrade my Windows XP Service Pack 2 to 3. I inserted the CD-ROM and it did not work. I tried my other CD-ROM(CS3 and CS5),Nokia PC Suite, still the same. It used to run any CD-ROM. Last night, CS5 CD-ROM was OK but I had difficulty opening it (attempted several times).

I have inserted the DVD-rw disc in the CD ROM, my computer is not sensing this disk. I am unable to watch the programme. I have downloaded Window Media player 11 and decoder also, but no help.

Neither drive work and the computer wont boot up all the way to the desktop so I can't click on anything. If I get an external DVD -ROM drive can I put the BIOS to boot from USB Drive, will I be able to boot from the DVD in the external Hard drive?
