I bought a set of 16" mags for my demio but it makes a scrapping noise going around corners. Will changing my shocks/springs stop this?

Usually I would undo the screws and open the clear cap to get to the bulbs but this one does not have any screws.

I don't know what is the exact problem, but there's something with the immobilizer I think. It was driving fine one day, and later on it stopped driving. When I try to start it up, the motor turnes a bit, then stops.
