    can I send my DS-230 and civil documents to NVC though my sponsor have not paid the

    IV fee bell yet? NVC asked for my Ds230 and civil documents and i got all it ready to mail but my sponsor doesnt paid the $400 IV fee bill yet.. can i still send the documents ahead of the immigrant visa fee? thanks
