where is the ford explorer fuse for heater and center command light

i have looked under the drivers side panel in the cab but i cant seem to find anything about the headlights on the fuse panel for some reason and i was also wondering if anyone could tell me what kind of bulbs i need for them?

I have recently had a problem with the cigarette lighter working in the front console. It has had numerous blown fuses, and every time I attempt to change the fuse, it blows on contact. The book says to use a 15 fuse, and that is what I have been putting in it. Any help would be appreciated.
