We have a small rescued Pitbull named Pepper who we adore. She is SO sweet and playful and we trust her with my 3 year old sister. However, on walks, if she sees another dog she HOWLS and CRIES and WHIMPERS like crazy!! And we don't know if she wants to attack the other dog or just play?
