    Cant catch Lugia (level 70) in pokemon heartgold (ive lowered HP on it already)?

    So im trying to catch Lugia (level 70) in pokemon heartgold. I have it down to less than 10HP, and even though Im using Dusk balls & ultra balls, I cant catch it!! Is there a proper way to throw a pokeball? Am I supposed to press/hold A or something, while throwing the pokeball, or something...
