recently failed on a few things that i fixed but also it failed on emissions that were a little high i changed the cat and oil and when i start it now a little white cloudy smoke comes from tailpipe that stops after about 10 seconds...should they pass this thanx

Are police cars exempt from having to go through an MOT test? The car is 6 years old and every service has been done by the cops. It was registered in february 2005, so any non-ex-police car would presumably have a valid MOT til feb next year. Am I missing something?
