Im in the sewer level Uneven Flow. I can see the recipe at the top of the cage but can not figure out how to get it. How do I get it?

I was watching the pixar movie ratatouille (by the way is an excellent movie) and saw they made a dish called "ratatouille". It actually looked good to eat and fun to make. I would really like a recipe from somebody please.
