rogers or fido

I wanted to get a Wind 9780 but they were sold out so I need to buy an unlocked one.. However, I see people say either "unlocked for rogers, etc." or "unlocked for wind and mobilicity". So I'm guessing you have to get the one unlocked for Wind? Also, one sales ad says his 9780 is locked to wind...

If you buy it in the US, all you would have to do is get it unlocked, then you would be able to use it with rogers or fido.
