I am 17 and live in Utah, I have a 1965 ford f100 with bench seat. But my problem is I take two other friends to school but there are only two seatbelt and no middle one, will I get a ticket?

It's a 2 door car and the seat belts are a long way back and I'm little so the seat belt cuts into me. Does anyone know what I should buy to make the seal belt feel less painful. I've tried wrap around pads but they're not very good . I went to Halfords and they weren't helpful at all. Thanks
