I'm trying to download a programme but the seeds are 0 (0) and peers 0 (17) does this mean i am unable to download the file at all? I'm new to this so not sure how it all works! Is there also any possible way fo getting more seeders?

i use utorrent i look for the downloads with the most amount of seeds and i will still get more seeds from torrent.eu and still the speed does increase. I don't know if seeds are not configuring but the speed is not increasing please help me !!!!!!
