signal or speeds

I bought this aircard (Sierra Wireless USB 598) back in Puerto Rico and I would get average speeds of 50-60kb/s, some days it would refuse to go above 20~ others it would go as high as 150kb/s (in fact, it's only reached those speeds around 3 times...) I've since moved to West Chester, PA...
