skirts or dresses

    What religion is it that the females have to wear skirts/dresses all the time?

    There are a lot in my community of different races. Mostly Latin-American. I asked a friend what the religion was but I couldn't get a clear answer. Does anyone here know? It's not Muslim or Jewish though, I know that much.
