suction

what causes a snowobile engine to have suction to pull gas through the fuel pump and to the carb? how do i test to see if it is good suction or not?

Can you tell suction by the amount of amps a vacuum has? Or is it volts? Or neither?

I put a piece of toilet paper up to the fan and it wont suck it up hell even on one side its blowing down a little bit. But when i have it on and put my hand over the vent outside its blowing air out really nice. Any ideas why this would be happening? THANKS
