i saw it tonight while watching the office. the commercial starts with two dude in a car going on a road trip and instead of music playing on the radio a woman introduces the CD as a Spanish Language learning tape. and the passenger turns to the driver and says "seriously?" to which he replies...

It's almost always used in context to mean strange or weird.
