toujours

What is this in French? Sounds like, elle est toujours a tah/a tar'?

I have no idea what the thing that sounds like 'a tah' could be...I definitely got the 'elle est toujours'. Any ideas? Thanks everyone!! Thanks Josie, but it definitely wasn't en retard, I know that phrase. =) It sounded like 'a tar' or 'a tarh'.
