I have a 2004 Grand Cherokee 4.7 HO, when it idles the rpms are low and spurratic. When you are going down the road and let of the accelerator the rpms jump waay down, sometimes to 3-400 rpm, it also hesitates and then surges from a stop. When you are driving down on the highway the second you let off the accelerator it jumps down a gear. Could this be the Idle Control Valve? If so how can that be cleaned/replaced? Any help is greatly appreciated!!
