When you are going down the road and let of the accelerator the rpms jump waay down, sometimes to 3-400 rpm, it also hesitates and then surges from a stop. When you are driving down on the highway the second you let off the accelerator it jumps down a gear. Could this be the Idle Control Valve? If so how can that be cleaned/replaced?
