16 wk old puppy just whines ALL the time...?

2 wks ago, our pup started to whine, doesn't matter if go up to him and pet him if you're thinking he needs attention b/c the minute you try to leave he whines. You can be in the same room and he will just stare and whine.

I get that it's his form of communication but this is getting loud and annoying and there is no stopping.

He also has taken to freaking out if a car goes by him while taking him to do his business and will Yelp. the other night, a truck went by him and he howled and cried. My husband was so embarrased.

I have kids, that I wouldn't have act like this, why is this dog doing this?

He seems of extreme timid nature, he was really good when we got him but it seems all of sudden he's freaking about every little thing. He knocks over his food bowl and yelps.

He sounds at times that he's getting attacked or something and it's really unnerving. We give him good attention, treats & a warm place to sleep so what's his problem?

Is this just his nature or what?
If there is a kid/car or heck even a bee that goes by him when we go take him outside to Pee he'll refuse to go and just sit there and whine and not budge.

He'll then proceed to have an accident in the house. I have young 2 kids who are young so I can't be standing outside all day until he gets enuf nerve up to pee or feels it's safe enuf.
and please don't suggest to leave him outside on a leash...he won't even handle staying outside with us there without whining and yelping. My kids, spouse or myself will be right beside him but the minute one of us leaves, he'll yelp and whine
 
He needs some socialization to help gain some self-confidence. I recommend that you take him to obedience classes, so that he can socialize with people and other dogs in a controlled environment. You'll learn how to teach him "heel", so that you can take him for a walk and distraction-proof him, so that he can walk confidently and be cool as a cucumber when cars, trucks, animals, and people pass by.

This is normal for a puppy who hasn't been exposed to those kinds of things very much. You should also ask the trainer how you can work on avoiding 'seperation anxiety', which it appears may be starting, from what you say about the whining when you leave him.
