192 to 320 kbps? AUDIOPHILES HELP?

I usually change 192 kbps mp3 file to 320 kbps using audacity, however I can't seem to tell the difference in sound between the two. Has the sound quality really changed by using audacity, or is it just same as before that just says 320 kbps when it's actually not? In other words, I know you can change high quality to low by using a converter, but can you change low to high by using just the converter?

I've seen some answers in other questions and some people really don't have a clue what they're talking about..please answer only if you're experienced with audio formats, thx
