2000 Chevrolet Prizm (Toyota Corolla) DRL problems?

I have a 2000 Chevrolet Prizm (Toyota Corolla) and I am having problems with my DRL. My regular headlights comes on manually when I turn the switch. There is a high beam indicator on the instrument panel keeps blinking when I start the car and drive but when I cut the headlights on it goes away and the Automatic Light Control sensor inside the dash board on the driver's side keeps making a knocking noise when the high beam indicator is blinking on and off. Is there any way if I can resolve this? P.S. I checked the DRL Relay fuses under the hood in the engine compartment, I don't know if they are shot out or not. Any suggestions?
