94 jeep cherokee , visible smoke issue?

failed inspection for this...will tune up correct this??ps...i cant see it.
 
Tune-up might correct this, especially if the smoke is so little you can hardly see it.
Should have gotten a tune-up BEFORE the test but.
Do it now and go to a different inspection place if you can.
