About flight recorder data?

On the news today; I heard that they had failed to recover the black box---or flight data recorder--- from an airplane crash site that was in the water somewhere. So the investigation will probably come to a halt; thereby leaving a whole bunch of grieving people without answers about the cause of the crash.
My simple question is." Why on earth don't ALL airline companies come up with a computer program system that would simply send all that info through a streaming beam of digital data ,that would be stored on their mainframe computer. Instead of just HOPING to recover the box later. Makes no sense to me ...other than ..maybe the Insurance companies are influencing them to NOT implement such systems. And... cost prohibition is NOT an acceptable alternative answer
