committing a crime?eg unplaced foster kids? I've heard of wards of the state being put in jail just because there was no where else to put them, and 18 year olds being put in jail because they were unable to pay fines for things like being late to school (which is not illegal). I was wondering about how many americans (overall) who are not suspected of committing a crime, are in jail anyway. A percentage of these people among the total incarcerated US populace would also be appreciated. Thanks.
(Not including people who were convicted of a crime they did not commit. Only including people who were not accused of a crime, but sent to jail anyway.)
