Activating a new phone- Verizon?

If I want to buy a new phone (its not been two years with my current one so I would be buying it from like ebay or something. Can i activate it to my current number without having to deal with verizon/ charges? And how do i do that? Also, if it happens to be a phone that if I were to buy it from verizon, would require a data plan, would that interfere with me activating it on my own.
