Adopted a dog with a serious injury; what should I do? Please help!?

I "temporarily" adopted this dog. He's a greyhound, and the owner just wanted to find him a good home she asked for no money for him even though he has "show dog" lines. I told her we had to think about it and she offered to just let us take him for a few days to see how he works out in our home and with our other greyhound.
She told us all about how her other large dogs were hurting him, how he had old scars and new ones from that. She said one injury he had made a hole in his flesh, but it wasn't bad or bleeding much, and the vet wanted an "outrageous amount of money" just to put a few stitches in it so she went and got "paramedic glue"(I think that's what she called it) and it sealed up and healed just fine.
I've had him for 24 hours now and I just discovered a hole on the back/bottom of his foot (not the pad). From growing up with vets and EMTs I can tell for sure this: It's a laceration/incision, a straight line across the foot, that has opened up exposing the flesh underneath but not bleeding. The edges of the cut are healed. The skin on either side of is tight, not stretched-out or loose at all, and there are no visible stitch-holes or marks, all of which tells me it did not just open up recently, it's been awhile. There is a tiny piece of something white and stretchy in the middle of the opening, perhaps fat or another type of flesh? He licks it alot so it's causing some amount of pain but that's the only indiciation of pain, no limping or looking sick, he's otherwise perfectly healthy. When he first got here he whined alot, and still does occasionally, but it's usually when somebody leaves the room so I attributed it to separation anxiety; now I'm thinking pain might be part of it?
Even before we discovered that, my fiancé thought he'd been abused. He thinks one of his scars is a cigarette burn, and his behavior indicates being beaten. He's one year old and he's not completely house-trained yet. I'm not sure, he seems to be a little freaked out but not more than a dog that just got re-homed, it's stressful for them.
Anyway, I can't afford the vet bill to stitch this up, not right now, and plus why should I have to pay for it? If it were a new injury I could take care of it until we could get up the money, but now it's way more at risk for infection; who knows how long it's been open like that? She said before she's willing to take him back, but I don't want to send him back to an abusive/neglectful home and I'm actually quite attached to him already, I really wanted to keep him. Plus he's a $300 dog, if I put him in a shelter there's alot of bad people who'd love to have him to make money off him and not properly care for him, again. What should I do?
