Against T-mobile Policy?

Backstory: I lost my SIM card while outside the country, I am on an employee plan from my sister we are now living in different states.

Went to a T-mobile store and they said there is no way for them to help me get a new SIM card, even though I am an authorized user on the account. They wouldnt even sell me a phone so I could change the number on the SIM later through customer care. Is this in fact policy or was I dealing with someone who didnt know there job?

any link or regulation in T-mobile training guides would be greatfull! I really wanna go back and show her off if im right.
