Am I withing my right to complain about my neighbours?

OK, so I live in student accomodation, so you can expect a little bit of noise. But what i am suffering at the hands of my neighhbour is unbearable. The walls are paper thin, so I can hear him banging on the walls, talking to his mates (who are not allowed to come around - the landlords say that you are only allowed one person at a time, and Ive heard him with up to 6 in there) and playing his ridiculous music at ridiculous hours.
One minute its bassy music that, literally, rattles the walls. Then its HearSay and Avril Lavigne?! He is insane! He does it until 4am pretty much every night, and then he pipes up again around 9am. When i bang the walls in a bid to show him Im in my flat, he mockingly shouts "ooooh am I keeping you up(!)" followed by an increase in volume. So i don't want to go around and complain, he obviously has a bad attitude.

I want to complain to the landlord, but I know theres nothing they can do short of sending him a letter, which will only make him worse. I can't just keep on complaining to the landlord - I complained about many things being broken when I moved in, and they've never done anything. Ive even mentioned to them that my neighbour is loud, not an official complaint, but they just said "so?". Why should they care about my sleepless nights?!

Ive got to my wits end. ive got essays and exams coming up - I just can't live with this. I even got so upset at one point I had to move back home just for some sleep - so I missed a week of university!

Sometimes my boyfriend stays round, but he gets up for work at 4am. So hes been in to work on 12 hour shifts with NO sleep. Its just appauling.

I know this is a long question, so thanks to everyone who made it this far. I just want to know my rights. Can the police do anything, or will they refur me to my landlord (who has done nothing).

I tried the retaliation method - playing my music to shut him up. But then i feel bad because my neighbour on my other side is very considerate, and I dont want to annoy him.

*Within, rather. Thats how stressed I am. Its caused me to mispell even basic words.
 
Google your local council offices and then Noise - they should have a number that you can call to complain particularly for antisocial hours and they don't tell the offender who the complainant is.
