Android app Quick Settings / 3g keeps turning back on?

I'm on a limited data plan with a Motorola Devour (similar to the droid), so I try to use wifi only whenever it's available. Unfortunately, even when I'm using wifi, my mb for data goes down so I gound this app from The Market called "Quick Settings" that turns 3g off. Worked great at first, but recently 3g keeps automatically turning on again. Is there another app that can turn 3g off? Or is there a way to fix Quick Settings? Or if someone knows how to turn wifi off manually on the phone, that would be great info also.
Whoops, I meant "turn off 3g" in that last sentence. I already know how to turn off wifi

If WiFi is on and connected there should be no data through 3G. It's either on or off.

Data counter is not instantaneous. It's often delayed by many hours, up to 24 hours late.

What you need is use something like PhoneUsage or Call Meter 3G.
