animal cruelty and length of jail time?

should the length of jail time be longer. i mean if someone kills an animal (not for food) but say they tie it in a bad and throw it in a lake or they burn it alive, they only get 1 year in jail. do you think it should be longer. i mean if you did that to a human you would get life. yes humans are a bit more important than animals, but its still a life
