Anyone else Tobin Bell is a great actor?

I love his role in saw hes just an amazing character. I enjoy seeing him more on screen than the actual movie, he just plays the role well.
One of my favorite movie characters ever
 
I always thought he was under-used as an actor. He was great in The Firm (from the early 90s) and other movies. He plays a great villian or he'd be great as a seasoned army general teaching a younger soldier or something like that. Stephen Lang (the general from Avatar) and several other actors have been in the same boat. I've seen these actors for years and wondered "Why aren't they in every other movie as the bad guy or the tough guy... I don't get it?".........
