Appraised value $12,500 less than sales price of house...?

My fiance and I are starting the process of looking for a home to buy for our family. A house we like is listed at $84,500.
However, on the county assessors website we found this:
Total Appraised Value $72,000
Total Assessed Value $13,680

If the appraised value is less than the price the seller is asking for, should we negotiate for the lower price? Also, why would the appraised value be lower than the sales price? Is the seller listing this house too high?
