Are electronic pipes illegal to minors, even with no nicotine?

There are many cartridges of electronic pipes and cigarettes that you can buy that do not contain nicotine.
I personally have never smoked, and I don't wish to get addicted to the nicotine, but I do enjoy the flavors.
Does anyone know if there is a certain brand of e-pipes or e-cigs that specifically sells non-nicotine pipes/cigs?
 
depends on the state. consult your local "revised code," "code of statutes/laws" etc.
