Are these horses being cared for properly?

I live near a field of horses that are put out in the field at 7am even in the rain and taken in at 10pm. One horse has green snot all over his nose coming from his nostril and none are groomed and have knotted tails and manes. They don't have any jackets on and it is 6c outside at the moment. I know very little about horses but I feel sorry for them, is this acceptable? If it is bad then I will let the RSPCA know.
I don't know if the sick one is being treated. Nobody knows who the owner is to ask. I don't want to cause trouble if it is normal for horses to be out in rain all day

that sounds awful to me!!! tho if they were wild horses i guess it would be about the same so idk id call them and let them know and let them take it from there...after all thats their job:)

Doesn't sound like it.
However, horses can quite easily be paddocked without rugs (or 'jackets'), so long as they have their winter coats.
That is no excuse for not grooming them, though.

Yes, you could get the RSPCA involved because of the sick horse that is apparently not being cared for.
However, how do you know he is not currently undergoing medication?

Well, if they are not being abused and are well fed there's not much the RSPCA can do. They would probably give them a warning, but not much else. Many people turn their horses out all day, even in the rain. There's no law that says people can't, so we can't do much about it. Sounds like one is a bitt sick, so maybe the RSPCA will give them a warning about that.

Just don't expect them to do much if the case isn't severe.

Firstly it depends what breed the horses are and if the are clipped, native breeds are fine to go out in the rain unless they are clipped then they should have a rug on. They should be groomed and the horse with snot should be checked out by the vet.This is my opinion.Maybe talk to the owner?
