They would probably give them a warning, but not much else. Many people turn their horses out all day, even in the rain. There's no law that says people can't, so we can't do much about it. Sounds like one is a bitt sick, so maybe the RSPCA will give them a warning about that.Just don't expect them to do much if the case isn't severe.</blockquote>
