Asking to buy cigarettes without intent to buy as a minor?

I was thinking about taking a video of me asking a tobacco shop for cigarettes to use as evidence in a city council meeting to make a law against tobacco shops being within certain distances of a school. I am 14. Is it legal? Would the mayor or his council target me for trying to buy??
What if at the beginning of the vid I explain what I'm doing and say "I have no intent to actually buy" and if they actually try to sell them to me I say no I'm a minor it's illegal??
 
Maybe, but if you use it as an example then there should be ways around it. Good idea, though.
 
Even if you didn't intend to buy them, you could still get in trouble if someone had reasonable suspicions that you did, and it would be hard to prove in court that you didn't.

If you want to do something like this, I'd clear it with the relevant authority first, whoever that might be.
