Banjo Bolt Leak on 2004 Chevy Optra?

I was wondering, we just bought a car and the same day noticed it was leaking (literally within 4 hours) we took it to Canadian Tire and they took a look at it and said it was a corroded banjo bolt. They said that they could replace it, but there was a chance we would have to replace the radiator too. Is this true? If so why?

Also, this was certified the day before we bought it, wouldn't this leak not have passed certification, or do you think they over-torqued the banjo bolt, damaging it, and Canadian Tire is just trying to rip me off by saying it's a corroded bolt?
(The seller is taking full responsibility and fixing it at his expense, but I just want to know if I should trust CT ever again)

Forgot to add, it wasn't leaking when we first test drove it or looked at it. Now it's pouring out and has drained our transmission.
