Battery Clamp on a 2000 Lincoln?

Ok, the battery holder at the base of the battery has a bolt sticking out of it. It on the rear side about 1/2 inch OFF the battery and almost flush with the battery top. I CANNOT get this bolt out to replace my battery. I have tried PB blaster, Tried all sorts of wratchets as well as vice grips. Is there a secret to getting this bolt out?
 
No real secret but rust is what causing this problem and a lot of times the whole battery bracket needs to be replaced either with a used or new one bec you literally have to brake the battery mount.I'd try getting a really good special automotive or aircraft rust remover spray and soaking the bolt allowing it to sit awhile then try removing it but you may need to spray it several times or like when using products like W40 allowing the spray to soak in for a good 12 hours before ever trying to remove the bolt , also if possible wire brush the bolt and rust too.
