Best HD TV Tuner card on the market?

I bought a new HD LG monitor today at Circuit City. I'm looking to get the bets PCI HD TV Tuner card to get the best use out of my new monitor. If a USB one is better I would get that but prefer PCI since I have many open PCI slots but USB slots are getting high in demand.

Im running 32 bit Vista with a 2.8 GHz Pentium IV and 1 GB of RAM.

Preferably cost around 100 bucks.
