big problems with section 8 neighbors, nyc, who do i complain 2, landlord

wont do anything? they have a washer machine that sucks up all the water pressure and hot water, and they are always blasting there music, we are getting in constant confrontations with them but they keep blasting music and our landlord wont do anything because there section 8 and its a steady rent check from gov. help...... what do we do???
