Bill becoming a law????

My teacher wants me to draw the process of what a bill goes through to become a law. She used an example as a gumball machine as it goes through a bunch of stuff till you actually get it.
but i cant use that example..
Any ideas?
P.S it has to be something i can draw and symbolizes it like the gumball machine
