BitTorrent Client Recommendation?

Is there a BitTorrent client that can automatically block seeds that are not uploading to me? Also it would be nice to specify a minimum download speed that must be met to get a torrent from a seed. I use uTorrent which appears to not do these two functions. Thanks in advance!

Wyzo is a web browser that has a built in torrent client, and if I remember correctly it has some settings like that. Not 100% sure as it was a long time ago, but Wyzo is a really great torrent programe!
