Bittorrent: Is downloading affected by incoming or outgoing connections?

I need to increase my download speed...

so I want to allow non-encrypted connections but only for downloading....

so I need to know whether to have no encryption on outgoing or incoming connections
Allow non-encrypted outgoing connections if encrypted connection attempt fails

or

Allow non-encrypted incoming connections

what do I choose to increase downloading speed, that is getting more peers to let me download data from them...
