Bittorrent is interfering with other internet devices and programs, help please?

Well to start, my internet connection maxes at download speed of 375 kilobytes (3.0 megabits) and upload speed at 90 kilobytes. So I use bit torrent's download cap at 150 kbs and upload 25 kbs. This is to allow my to use other programs and devices, such as internet browsers and/or Xbox 360. The problem is best described as cause glitches for the other programs. For example, Netflix will not start streaming or stop streaming mid video. Firefox occasionally will not load the complete page. I get my internet service through Century Link, formally known as Embarq. My router is an Linksys wrtg54. This problem has seemed to start only recently. Thanks for any help.
I reset the router quite often btw.
